The New York State Health Foundation is seeking technical reviewers

The New York State Health Foundation is seeking technical reviewers (experience with health insurance programs) for their new RFP.  (Applicants, those submitting proposals or those directly involved in the proposal would not be eligible to serve as reviewers.) Small businesses and sole proprietors are the heart of New York State’s economy—they bring dynamic ideas and innovative services to residents across the State.  These firms are responsible for employing just over half of the State’s non-farm private labor force.  And yet, half of uninsured workers are either self-employed or employed in small businesses with fewer than 25 employees. The growing percentage of uninsured New Yorkers are people who work for small businesses and face prohibitively high premiums in the health insurance market.

To address this problem, the NYS Health Foundation is opening a Request for Proposals for organizations seeking to address the problem of health coverage in New York State. The initiative will award grants through a two-stage process. A first stage will award planning grants of up to $100,000 to seven organizations creating entrepreneurial ideas for expanding coverage in the small group and individual market in New York State. Following this initial planning stage, NYSHealth will provide between $200,000 and $1,000,000 to selected organizations for a demonstration and implementation project to put the plan into reality.

As part of NYSHealth's mission, the Foundation is dedicated to increasing coverage in New York State. This RFP represents one aspect of a range of grantmaking activities NYSHealth supports that address uninsured New Yorkers. Report on Medicare's spending

Spending for Medicare’s prescription drug program and greater enrollment in Medicare Advantage plans accounted for an 18.7% increase in Medicare spending in 2006, the fastest rate of growth in 25 years and double that of just a year before, according to a new report released by CMS actuaries. JAMA Study Shows Racial Disparities in Emergency Department Pain Relief Prescriptions

[Jan 02, 2008] Emergency department physicians are prescribing more narcotics to patients who say they have pain, but minority patients are less likely than whites to receive such drugs, according to a study published on Wednesday in the Journal of the American Medical Association, the AP/Houston Chronicle reports. The government-funded study, which was conducted by researchers at the University of California-San Francisco, used data from a federal survey to analyze more than 150,000 ED visits for all types of pain at 500 city and rural U.S. hospitals from 1993 to 2005. According to the study, narcotic prescriptions by ED physicians increased from 23% in 1993 to 37% in 2005. The study found that opioid narcotics were prescribed in 31% of pain-related visits involving whites, 28% involving Asians, 24% involving Hispanics and 23% involving blacks. In addition, the study found that in more than 2,000 visits for kidney stones, whites received narcotics 72% of the time, Hispanic patients received the drugs 68% of the time, and Asian and black patients received the drugs 67% and 56% of the time, respectively. Minorities were slightly more likely than whites to receive aspirin, ibuprofen and similar pain medications, according to the study. The study found racial disparities in ED narcotic prescriptions in both urban and rural hospitals.

Study co-author Mark Pletcher said that the "gaps between whites and nonwhites have not appeared to close at all." According to the study's authors, physicians might be less likely to see signs of pain medication abuse among white patients or might be undertreating pain in minorities. Pletcher said that patient behavior also might play a role, adding that minorities "may be less likely to keep complaining about their pain or feel they deserve good pain control" (Johnson, AP/Houston Chronicle, 1/2). More Than 40 Million U.S. Residents Say They Cannot Afford Adequate Health Care

According to CDC Study  Kaiser Daily Health Policy Report (Dec. 4). More than 40 million people in the U.S. said that they cannot afford adequate health care and that they did not receive needed health services because of costs, according to an annual report released by CDC on Monday, Reuters reports. According to the report, in 2005, nearly "15 million adults did not obtain eyeglasses, 25 million did not get dental care, 19 million did not get needed prescribed medicine and 15 million did not get medical care due to costs" (Fox, Reuters, 12/3).

RWJF Gives AARP Foundation $10 Million for New Center to Address the Nursing Workforce Crisis

Center to Champion Nursing in America to Help Reverse Looming Nurse Workforce Shortage Threatening Patient Care. The Robert Wood Johnson Foundation (RWJF) announced an effort to address the 1.1-million nurse workforce shortage crisis that is currently poised to strike America's health care system by 2020.

A first-of-its-kind endeavor, the newly created Center to Champion Nursing in America will work to improve patient care for all Americans by pursuing an aggressive agenda to elevate the visibility of the nursing shortage while identifying actionable solutions to improve the quality of patient care.

New York State Prepares Plans for Universal Health Coverage


Kaiser Daily Health Policy Report (Dec. 7) New York State Assembly Health Committee Chair Richard Gottfried (D) on Wednesday proposed a state-run, universal health care system that likely would be paid for by new taxes, AP/Long Island Newsday reports (Caruso, AP/Long Island Newsday, 12/5). Under the plan, all state residents would be enrolled in health insurance similar to Medicaid or Medicare, and there would be no deductibles or copayments. The system would be funded by an income tax on individuals and businesses.

Although many improvements in the health of Americans have taken place in recent years, substantial differences still exist between racial and ethnic groups with regard to health status, health insurance and access to care. Such compelling evidence of this exists that in 1998 President Clinton put forth an initiative, “Eliminating Racial and Ethnic Disparities in Health.” The goal of this initiative is to eliminate disparities in infant mortality, cancer screening and management, cardiovascular disease, diabetes, HIV infections/AIDS and immunizations by the year 2010.

Joxel García to be Medical Director in the Regular Corps of the Public Health Service and Assistant Secretary of Health and Human Services

January 17, 2008 President George W. Bush today announced his intention to nominate Joxel García, of Connecticut, to be Medical Director in the Regular Corps of the Public Health Service and Assistant Secretary of Health and Human Services (Health).  In addition, the President intends to nominate Dr. García to be Representative of the United States of America on the Executive Board of the World Health Organization.  Dr. García currently serves as Senior Vice President and Senior Medical Advisor at MAXIMUS Federal Services, Inc.  Prior to this, he served as Deputy Director of the Pan American Health Organization in the Regional Office of the World Health Organization for the Western Hemisphere.  Earlier in his career, he served as Commissioner of the Connecticut Department of Public Health.  Dr. García received his degree in pre-medical studies from the University of Puerto Rico, his MD from the Ponce School of Medicine and his MBA from the University of Hartford.
