Medicare Proposes Adding Nine More Conditions to List of Hospital Complications It Will Not Pay To TreatKaiser Daily Health Policy Report
(Apr. 15, 2008) CMS officials on Monday proposed new rules that would add nine conditions to the list of preventable conditions that Medicare will no longer pay hospitals to treat, the AP/San Francisco Chronicle reports (Freking, AP/San Francisco Chronicle, 4/14). CMS in August 2007 announced that it no longer will reimburse hospitals for the treatment of certain "conditions that could reasonably have been prevented," and the facilities "cannot bill the beneficiary for any charges associated with the hospital-acquired complication." The conditions include: falls; mediastinitis, an infection that can develop after heart surgery; urinary tract infections that result from improper use of catheters; pressure ulcers; and vascular infections that result from improper use of catheters. In addition, the conditions include three "never events": objects left in the body during surgery, air embolisms and blood incompatibility (Kaiser Daily Health Policy Report, 8/20/07).

U.S. Health Care System Unprepared for Millions of Baby Boomers Who Are About To Become Eligible for MedicareKaiser Daily Health Policy Report
(Apr. 15, 2008) The U.S. health care work force is "too small and woefully unprepared" to meet the geriatric care needs of the 78 million aging baby boomers, according to a report released on Monday by the Institute of Medicine, the Wall Street Journal reports (Francis/Fuhrmans, Wall Street Journal, 4/15). The report, titled "Retooling for an Aging America: Building the Health Care Workforce," estimates that currently there is one certified geriatrician for every 2,500 seniors. In three years, the first of the baby boomers will turn 65 years old, and by 2030, all 78 million will have reached that age -- nearly double the number of people older than age 65 in 2005, according to the report. The U.S. would need 36,000 geriatricians by 2030 to meet the need, according to the report. The report says there are 7,128 certified geriatricians today (La Ganga, Los Angeles Times, 4/15).

Thousands die for lack
of health insurance: Report
Thousands of people die each year nationwide because they lack health insurance, according to a state-by-state report on the topic by Families USA.
The consumer group issued findings on all 50 states and the District of Columbia, estimating the number of adults age 25 to 64 who died in each state in 2006, and from 2000 to 2006. California had the most deaths because of a lack of health insurance in 2006, with 3,100 working-age adults dying that year and nearly 19,900 dying in the 2000-06 period, the group said. Texas had the second-highest figures. In Texas, an estimated seven working-age adults died each day because they lacked health insurance in 2006, a total of approximately 2,700. Nearly 17,700 Texans died from 2000 to 2006 because they lacked health coverage, according to the group.
"The conclusions are sadly clear," said Ron Pollack, executive director of Families USA. "The lack of health insurance is a matter of life or death for many people."
In 2002, the Institute of Medicine estimated that 18,000 people nationwide die each year because they do not have health insurance. In 2006, the Urban Institute put the number of deaths due to lack of insurance at 22,000 people. Families USA said its estimates are based on both IOM and Urban Institute methodologies, applied at the state level. -- by Rebecca Vesely

New York State Launches Public Health Campaign

(Apr 8, 2008)The New York State Department of Health on Monday launched a campaign to improve the health of state residents, the Binghamton Press & Sun-Bulletin reports. Unveiled in conjunction with federal, state and local partners, the "Public Health Prevention Agenda for the Healthiest State" outlines 10 overarching health priorities and sets specific goals for improving outcomes in each area. For instance, the state aims to reduce the percentage of obese residents from roughly 23 percent to 15 percent by 2010 and the percentage of adult smokers from 18 percent to 12 percent by 2010. Other priority areas include access to quality health care, healthy environments, chronic disease prevalence, infectious disease and community preparedness.

New York Governor Proposes $5 Million Investment in Nursing Education

(Apr. 9, 2008)New York Gov. David Paterson (D) on Tuesday proposed earmarking nearly $5 million from the 2008-09 state budget for nursing education, Empire State News reports. Set aside to help schools boost student capacity, the funding includes nearly $2 million for nursing schools within the State University of New York system, roughly $2 million for nursing programs within the City University of New York system, and nearly $1 million for nursing education at private colleges and universities. The budget proposal also calls for a new Nurse Family Partnership Program to provide home care and case management for first-time mothers and their children in Monroe County and New York City

Health Department Launches Nicotine Patch & Gum Giveaway; New TV Ads Feature Marie, A Bronx Smoker Who Quit By Calling 311

(Apr. 16, 2008)The Health Department today launched a Nicotine Patch and Gum Program by rolling out a new series of anti-tobacco ads. The ads feature Marie, a former smoker from the Bronx whose smoking-related illness led to nearly 20 amputations. "I don't smoke anymore," Marie says in the ads, "but the damage is done." Nicotine replacement helped Marie kick the habit in 2006, preventing further damage to her health

Although many improvements in the health of Americans have taken place in recent years, substantial differences still exist between racial and ethnic groups with regard to health status, health insurance and access to care. Such compelling evidence of this exists that in 1998 President Clinton put forth an initiative, “Eliminating Racial and Ethnic Disparities in Health.”The goal of this initiative is to eliminate disparities in infant mortality, cancer screening and management, cardiovascular disease, diabetes, HIV infections/AIDS and immunizations by the year 2010.
